The building was designed by the architect Guillermo Garrido. It began its construction in 1934 and would be finalized two years later, in 1936, during the celebration of the 400 years of founding of the city. Originally built 3 floors and a central tower. In 1950 the fourth floor was built that modified the proportions of the building, but maintained the decoration.

The Colombian Tobacco Company S.A., who built the building, maintained its headquarters until 1991. From that date the building was managed by a real estate agent who rented the building for offices. On March 15, 2016, in a ceremony with the presence of the Mayor of Cali Maurice Armitage, the donation was made to the Municipality of the building valued at $ 4100 million pesos, which until then had been in the hands of private.
