Lievano Building, architectural jewel of French style is located in the western part of the Bolivar square. It is the headquarters of the District Mayor’s Office and its different secretariats. This building is raised on thick pillars in order to allow the pedestrians to pass in front of it.
Lievano Building, in 1902 the Council of Bogotá ordered the construction of the Mayor’s Office on the west side of the Plaza de Bolivar on properties formerly occupied by the shopping arcade known as the Arrubla galleries, which had been destroyed by a fire in 1900. The engineer Indalecio Lievano, one of the owners of the building, decided to convince the other owners to cooperate in its reconstruction, with a new design drafted by the French architect Gaston Lelarge. The latter followed the original scheme by building a portico farcad facing the Plaza de Bolívar, but this time in a style that some call”French Renaissance”, with ornamental detail in iron.
It then took the municipal government nearly sixty years to by up the rest of the property from the relatives of Liévano and the owners of the stores in it. Only in 1974 was it finally able to carry out the restoration and convert the building into the Mayors´s Office. This reform eliminated Lelarge´s mansard roof, some of his interior ornamental details and the commercial premises on the ground floor, leaving an arcade on the Plaza de Bolívar which has no purpose other than to protect passersby from the rain, thus failing to take advantage of what might still have been an importan commercial space.
